Zhang Chunxian, member of the Political Bureau of the CPC Central Committee, Secretary of the Party Committee of the Autonomous Region, and Head of the Cybersecurity and Informatization Leading Group of the Party Committee of the Autonomous Region, presided over the meeting of the Standing Committee of the Party Committee of the Autonomous Region (expanded) and the meeting of the Cybersecurity and Informatization Leading Group on the afternoon of the 26th, conveyed the spirit of General Secretary Xi Jinping’s important speech at the symposium on cybersecurity and informatization, and studied the opinions on the implementation of the Xinjiang Uygur Autonomous Region.
In his speech, Zhang Chunxian said that General Secretary Xi Jinping’s important speech at the symposium on cybersecurity and informatization, guided by the new development concept, stood at the strategic height of the Party and the country, profoundly explained the current situation, tasks, responsibilities and missions of my country’s cybersecurity and informatization work, scientifically answered major theoretical and practical issues, pointed out the direction and path for promoting the construction of a cyber power and promoting the development of the Internet and information industry, and provided basic guidelines and action guidelines. We must study it carefully and understand it deeply.
Zhang Chunxian emphasized that we must deeply understand and grasp the essence of General Secretary Xi Jinping’s important speech. We must implement the people-centered development philosophy to make the Internet better benefit the people; we must build a good network ecology and give full play to the role of the network in guiding public opinion and reflecting public opinion; we must make breakthroughs in core technologies as soon as possible; we must correctly handle the relationship between security and development; we must enhance the sense of mission and responsibility of Internet companies and jointly promote the sustainable and healthy development of the Internet; we must gather talents from all over the world and use them to provide strong talent support for the development of the Internet and information industry.
Zhang Chunxian emphasized that we must clearly understand the current situation facing Xinjiang’s ideology and network security. Since the 18th National Congress of the Communist Party of China, the Party Committee of the Autonomous Region has always attached great importance to the work of Internet and information technology, and has achieved remarkable results in building consensus, preventing risks, winning people’s hearts, ensuring security, and promoting development. However, we must also clearly see that the characteristics of Xinjiang’s “three-phase superposition” are difficult to change in the short term, and network security and informatization work still face many difficulties and challenges.
Zhang Chunxian put forward four requirements for doing a good job in Xinjiang’s network security and informatization:
First, implement the people-centered development philosophy to allow the fruits of Internet development to benefit more people of all ethnic groups. Adhere to the five-in-one strategy, continue to implement the “Broadband Xinjiang” strategy, and open up the “last mile” of network infrastructure; adapt to people’s expectations and needs, actively promote “Internet +” to promote the construction of new smart cities, strengthen the informatization of people’s livelihood, and strive to provide people of all ethnic groups with useful, affordable and good information services; vigorously develop the information economy, promote the deep integration of the Internet with agriculture and the service industry, and make good use of new technologies such as big data, the Internet of Things, and cloud computing to better serve development. Party and government organs and leading cadres at all levels must learn and be good at taking the mass line through the Internet, making the Internet a new way to guide social emotions and solve problems for the masses, and a fast lane for communicating the will of the party and the people.
Second, adhere to the correct political direction of the party’s news and public opinion work, and create a good cyberspace with a clean and upright atmosphere. Implement the principle of the party’s control of the media in the new media field, firmly adhere to the principle of party spirit, and effectively enhance political awareness, awareness of the overall situation, core awareness, and awareness of alignment, and enhance political acumen and political discernment. We must strictly guard against the network infiltration of the “three forces” at home and abroad, strengthen the awareness of positions and struggles, be prepared for both offense and defense, take the initiative to speak out, and effectively hedge, actively carry out online public opinion struggles, vigorously strengthen the construction of online propaganda positions, strengthen online positive propaganda, make good use of online words and language, and do a good job in public opinion guidance.
Third, establish a correct view of network security and effectively strengthen network security. We must strengthen the prevention of source security risks, establish and improve network security emergency plans, and implement network security inspections and risk assessments; we must increase technical research and development and tackle key problems, and strive to make breakthroughs in key core technologies; we must establish a network security responsibility system to solve the problem of responsibility and responsibility for guarding the territory; we must accelerate the construction of a security guarantee system for key information infrastructure and enhance network security defense capabilities and deterrence capabilities.
Fourth, accelerate the construction of a network talent team to provide strong talent support for the development of Xinjiang’s Internet information industry. Make great efforts to build a talent team, increase the reform of talent systems and mechanisms, and strive to create a good environment where people can use their talents to the fullest.
Zhang Chunxian stressed that we must conscientiously implement the arrangements and deployments of the Central Committee and the Party Committee of the Autonomous Region, strive to build a “one-game” work system for the whole Xinjiang, and comprehensively promote the development of Xinjiang’s cybersecurity and informatization work.
